I am promoting very specialized courses that target potential students from all over the world. The problem I have is that the keywords I use do not have many searches. From there, what do you think would be a good structure for the campaigns:

  1. By programs, even if they have associated words with low search volume.

  2. By areas, grouping programs and targeting the campaigns to landings. It would also be to group keywords and use some more generic keywords per area.

  3. By countries, to assign a budget to each country according to its conversion rate in enrollment.
