United States, Ukrainian, and European officials convened in Miami, Florida, to discuss a proposal aimed at ending the Russia-Ukraine war, according to a statement posted to X by US envoy Steve Witkoff.
Witkoff described the meeting as a series of “constructive discussions” focused on potential avenues to de-escalate the conflict and conclude hostilities with Russia before the winter season arrives. The goal is to advance efforts toward a durable and lasting peace, he said.
Miami Meeting Participants and Agenda
The diplomatic gathering included representatives from the E3, the European Commission, Ukraine, and NATO. Witkoff noted that the talks covered a wide range of critical issues, including energy resilience, grain exports, and security guarantees.
Discussions also addressed longer-term arrangements for the security of Ukraine and Europe to prevent future conflict. Witkoff highlighted that the participants discussed Ukraine’s post-war reconstruction and economic prosperity, including the country’s path toward European Union accession.
This meeting follows recent visits to Moscow and Kyiv last month by Witkoff and Jared Kushner. Washington is seeking to revive negotiations that have so far yielded little progress in resolving the ongoing conflict.
Warnings of Escalation and Stalemate
US Secretary of State Marco Rubio warned on Thursday that the conflict had reached a dangerous stalemate. He stated that the failure to reach a negotiated settlement raises the risk of further escalation, potentially spreading the war to neighboring NATO countries.
“The other way that stalemates end is through escalation,” Rubio told reporters, emphasizing the urgency of diplomatic solutions.
The renewed diplomacy comes against a backdrop of deadly Russian attacks. Authorities reported that a strike on civilian buses in eastern Ukraine killed 33 people, marking the single deadliest attack of the year.
Complications from Diesel Deal and Russian Stance
The Miami talks were overshadowed by a separate US-Russia diesel deal announced on Friday. President Donald Trump blamed Ukrainian attacks on Russian refineries for surging diesel prices. The agreement drew criticism from US lawmakers, European allies, and Ukrainian President Volodymyr Zelenskyy, who called it a “gift to Putin”.
Hours after the deal was finalized, a Ukrainian drone hit a Russian fuel site. Meanwhile, Russian President Vladimir Putin told President Trump that the resumption of talks with Ukraine is unlikely, citing drone attacks on Moscow during parliamentary elections last month.
Witkoff emphasized that the discussions in Miami were productive and focused on concrete steps to ensure lasting peace. The US continues to push for a negotiated settlement to prevent further regional instability.
