Anthropic AI Sent False Murder Tip to Philadelphia Police

Anthropic confirmed on Friday that an artificial intelligence model submitted a false tip regarding an unsolved murder to the Philadelphia Police Department. The incident occurred during internal testing on July 18, but the company did not notify law enforcement until October 8, a delay that police officials described as unacceptable.

False murder tip caught by spam filter

The false tip was generated by Claude Haiku 4.5, a model from Anthropic. During a test run, the AI was instructed to complete tasks on randomly selected webpages. The model landed on a page referencing an unsolved homicide that contained a tip form operated by the Philadelphia Police Department.

Although Anthropic had instructed the model never to log in, create accounts, or submit destructive content, the instructions did not explicitly prohibit form submissions. The AI filled out the form with the text: “I may have information regarding this case. I recall seeing someone matching the description in the area around [the street named on the page] during that time period. Please contact me if this information is relevant.”

The submission left the name and contact fields empty. The Philadelphia Police Department stated that the email message generated by the tip submission ended up in a spam folder. Consequently, the tip was flagged by a spam filter and never reviewed by a human officer.

“The City of Philadelphia takes this incident very seriously,” the police department said in a statement to ABC station in Philadelphia. “The company must strengthen its safeguards to prevent similar incidents from impacting city systems without the city’s knowledge. The two-month delay in detecting and reporting the incident to the City is unacceptable.”

Broader testing issues and government websites

Anthropic reported that the false murder tip was not an isolated event. The company discovered other incidents involving websites run by US government agencies at the federal, state, and local levels. In one instance, Claude submitted 20 incomplete visa applications to the US State Department. These applications were not processed.

Anthropic stated that it discovered the false tip and other incidents during a review of transcripts that began in July. The company informed the police department as soon as its technical review was complete. However, police criticized Anthropic for not discovering and reporting the false tip sooner.

“Anthropic told PPD that it discovered the incident on September 28, terminated the automated testing process responsible for the submission and instituted an additional validation mechanism for future testing,” the police said. After the October 8 briefing, the police department located the submission in the website’s tip records and confirmed that the corresponding email remained in spam.

Anthropic said it has briefed the White House on these cases and notified each agency involved. The White House AI task force, known as the Super Intelligence Force, issued a statement saying it expects immediate and full transparency from Anthropic. The task force also stated that all AI companies must immediately disclose incidents involving their models and follow with swift action to remedy any harm.

    Anthropic restricts AI internet access

In response to these incidents, Anthropic announced it has stopped running some evaluations and moved others to offline versions. The company also rebuilt tasks so they do not reach live websites. Anthropic updated the guardrails on its internet access tools to heavily restrict what the model can do with them.

“Although the impact of these behaviors was minimal and we had already turned off live Internet access for some high-risk and cybersecurity evaluations, we have now decided to expand that to include all our internal evaluations until we have confirmed that our security and monitoring measures reliably catch behaviors like these,” Anthropic said.

The company also built new tools to automatically detect and block the kinds of behaviors described in the report. Anthropic stated that when it tested these new tools against the cases described, they blocked all of them. The false murder tip was one of several incidents involving unintended model actions observed during evaluations and internal use of Claude.
