Washington Dulles International Airport (IAD) will introduce a dedicated facility for high-end commercial travelers, airport officials announced this week. The new 37,000-square-foot terminal will stand apart from the main passenger buildings, located near the airport’s cargo operations. The project represents a significant shift in how the airport manages premium travel services for passengers flying on commercial airlines rather than private jets.

Features of the Dulles VIP terminal

The facility will offer a completely separate experience from the standard terminal. Travelers will arrive through a dedicated entrance and parking area. Inside, they will pass through private security screening before entering a space designed with private suites, lounges, and retail shops. The layout ensures these areas remain distinct from the main concourses.

Baggage handling will be personalized, and passengers will be transported directly to their aircraft via a separate vehicle. This service eliminates the need to walk through standard terminal gates. The operator will also provide food, Wi-Fi, and restrooms. Metropolitan Washington Airports Authority (MWAA) officials expect the facility to charge a daily or membership fee. Eligibility for the service will depend on the ability to pay, rather than frequent flyer status.

Crystal Nosal, an MWAA spokesperson, previously told the Washington Business Journal that the concept is straightforward: “if you can pay for it, you’re VIP.” Early plans for the project included a separate Transportation Security Administration checkpoint and personalized check-in areas, according to Fox 5 DC.

    Contract details and operator

Irish airport operator daa International has been selected to develop and run the facility. The company, which manages Cork and Dublin airports, will oversee a 30-month development phase followed by a 20-year operating term. The $125 million figure cited in announcements reflects the total value of the operating contract over its duration, not the construction cost.

MWAA’s board approved the contract on July 15. Three contractors submitted bids for the project. Under the agreement, the operator will pay annual rent plus a percentage of total revenue, linking the airport’s income to the terminal’s performance. Chryssa Westerlund, MWAA’s executive vice president and chief revenue officer, stated that the project responds to traveler demand and positions Dulles alongside other leading international airports.

Corgan will design the building. The terminal will occupy a 51,000-square-foot parcel near the Cargo 6 building. Nick Cole, daa’s deputy chief executive, described the award as proof of the airport authority’s confidence in the firm. Clive Power, another daa executive, noted that the project demonstrates the international competitiveness of Irish aviation expertise. Ireland’s transport minister, Darragh O’Brien, called the deal a chance to expand the group’s presence in the United States.

    Legal challenges and next steps

Securing the contract involved significant delays and legal hurdles. MWAA first sought bids for a VIP area in 2023 but canceled that solicitation in May 2025. A new solicitation opened in September 2025 with an estimated value of $62.6 million. The final contract value is roughly double that initial estimate.

A rival bidder, Private Suite IAD LLC, challenged the award in court. The company argued that MWAA incorrectly used a highest-price technically-acceptable method to evaluate bids instead of weighing best value. On August 11, Judge Beryl A. Howell ruled that MWAA followed its contracting manual. The court found no evidence that ethical lapses tainted the process.

With the legal challenge resolved, the focus now shifts to construction. The next milestones for the Dulles VIP terminal include the start of building work and the announcement of specific access fees for passengers.
