    EU Condemns Drone Strikes on Cargo Ships in NATO Waters

    European Union officials have condemned a series of drone attacks on commercial vessels in the Black Sea, describing the incidents as unacceptable violations of international law. The strikes targeted three cargo ships within the exclusive economic zones of NATO member states, resulting in the sinking of two vessels and significant damage to a third. At least two sailors were killed, and several others were injured during the coordinated assaults.

    Attacks in Bulgarian and Romanian Waters

    The most recent incidents occurred on October 6, when multiple sea and aerial drones attacked the Togo-flagged cargo ship Alfa Watan and the Palau-flagged Able approximately 80 miles off the coast of Bulgaria. The Alfa Watan sank following the assault, while the Able was set ablaze. Bulgarian authorities managed to evacuate 18 crew members from the burning vessel, with two severely injured mariners transported to a hospital in Varna. The status of the Alfa Watan crew remains unknown.

    These events followed a similar attack on October 5, when the Turkish-owned cargo ship Royad Mammadov was struck by drones within Romania’s exclusive economic zone. The vessel caught fire and eventually sank. Romanian rescue operations saved 11 crew members, but one sailor remains missing, and two others were killed. The Royad Mammadov was carrying corn loaded in the Ukrainian port of Ismail at the time of the attack.

    Attribution and Diplomatic Fallout

    European Union President Ursula von der Leyen described the attacks as increasingly concerning but noted that the circumstances are still under investigation. She emphasized that attacks on civilian shipping are unacceptable and expressed full solidarity with Eastern flank member states. Ukrainian President Volodymyr Zelenskyy stated that a joint investigation with Bulgarian naval forces identified the latest strikes as a Russian combined attack using both sea and aerial drones. He clarified that Ukrainian military operations were not conducted in that specific area of the Black Sea.

    Zelenskyy condemned the “horrific strike by two Russian drones on a civilian vessel in neutral waters,” accusing Russia of choosing terror over normal maritime navigation. He called for international pressure to restore global food security, noting that the affected ships were carrying essential grain supplies. India, which holds strategic partnerships with Russia, has been engaging in discussions with both Kyiv and Moscow to safeguard shipping routes. Three Indian nationals were aboard the Royad Mammadov, with one injured in the attack.

    Escalating Hybrid Warfare Concerns

    The drone strikes on cargo ships represent a widening of the conflict beyond the battlefield, raising alarms about Russian hybrid warfare tactics across Europe. Romania has previously reported Russian-made drones near the Neptun Deep natural gas project, prompting fighter jet scrambles to disable explosive-laden drone boats. Germany has formally accused Russia of organizing an attempted explosive drone attack on Ukrainian cargo aircraft at Leipzig Airport. Estonia and Poland have also linked recent sabotage incidents, including arson at a robotics company and a fire at a satellite station, to Russian special services.

    NATO member states are now grappling with how to respond to these gray-zone tactics. The alliance is in the process of rearming and adapting to modern warfare dominated by drones, a technology both Ukraine and Russia have extensively utilized since the full-scale invasion began in February 2022. The challenge for NATO is to develop a unified strategy to discourage sabotage and provocative incidents from a nuclear-armed adversary without triggering a broader conventional conflict.
