Keeping a city running requires daily decisions that directly impact residents, from road repairs to energy management. Across the EMEA region, local governments are partnering with software and infrastructure providers to build physical AI agents and digital twins. These tools help teams anticipate maintenance needs, guide urban planning, and make public services more responsive to citizen demands.
Liverpool and Jersey Test Mobility Solutions
In the United Kingdom, the Liverpool City Region is working with K2K to explore AI factories built on NVIDIA accelerated computing. These systems will support urban planning and public services by testing applications for mobility and safety. The Island of Jersey is also collaborating with K2K to strengthen decision-making processes, improve mobility, and advance clean energy initiatives.
Further north, Innovation City Belfast is piloting a project with K2K focused on smart mobility and transport systems. This initiative aims to enhance citizen safety and improve event and response management across the city.
France Cuts Operating Costs with Digital Twins
In France, the Department of Côte-d’Or has partnered with Akila and ThinkDeep to create operations agents. These agents combine sensor data, infrastructure information, and historical records into a sovereign digital twin using NVIDIA Nemotron and Omniverse libraries. The system covers more than 500 public buildings, supporting energy management, compliance, safety, and climate resilience.
The deployment has already delivered measurable results. Document search time has dropped from weeks to minutes, and total operating costs have been reduced by 10%. Officials target a 30% reduction at scale. The department also plans to adopt NVIDIA Cosmos for video data analysis in the future.
Port Sud de France in Sète is using ThinkDeep’s agentic platform to analyze cargo and safety data. The system coordinates operations and guides the secure handling of hazardous materials using Cosmos and Nemotron models.
Milan and Antwerp Expand Local AI Factories
In Italy’s Milan region, Galene.AI, Dell Technologies, and TD Synnex are deploying a locally operated AI factory. The project begins in Cinisello Balsamo with plans to expand to four additional municipalities. Services include real-time translation, citizen chatbots, and assistance with procurement and funding.
These applications aim to simplify administrative work and provide access to municipal data in seconds rather than hours. The local operation ensures that data governance remains within the community.

At the Port of Antwerp-Bruges in Belgium, Milestone and Dell Technologies are testing agentic vision AI technologies. Using NVIDIA Cosmos and the Video Search and Summarization blueprint, they are training models with synthetic data to prepare for incidents like oil spills where real-world data is scarce.
In the Nordics, Younite is developing a digital twin experience for Gothenburg, Sweden, as part of the EU’s Citiverse initiative. The project helps cities simulate changes and improve accessibility by providing event entrance previews, seating information, and crowd conditions before arrival.
Global Reach and Infrastructure Needs
Scaling these pilots to everyday operations requires infrastructure that can process local data and customize models. System builders including Cisco, Dell Technologies, HPE, Lenovo, and Supermicro are packaging NVIDIA accelerated computing, networking, and storage into locally operated AI factories. These systems allow cities to retain control of their data and models while running intelligent applications.
Providers like Nebius and Net Zero Compute are building AI factories to accelerate deployment and reduce costs. EY and Accenture provide integration expertise to connect applications with city systems, helping municipalities build repeatable deployment blueprints.
The technology extends beyond Europe. Honeywell Technologies is deploying Forge Cognition, powered by NVIDIA Nemotron, Cosmos, Omniverse, and the VSS blueprint, at the Dubai Fairmont Hotel. This deployment connects AI agents with building systems to improve reliability, energy efficiency, and operations.
NVIDIA and its ecosystem will showcase these physical AI and local AI factory initiatives at the Smart City Expo World Congress in Barcelona from November 3 to 5.
