Dr. Vanessa Kerry has been appointed as the special envoy for health resilience at the World Health Organization. The role focuses on strengthening primary care and building robust healthcare infrastructure to help nations respond to future medical crises.

Kerry, 49, brings a background that blends clinical experience with nonprofit leadership. She previously served as the WHO’s first special envoy for climate change and health. She is also the founder and CEO of Seed Global Health, an organization that has spent over a decade training healthcare workers in lower-resource countries.

    Building Systems Through Local Training

Her approach to global health is rooted in the belief that resilience comes from preparation rather than reaction. She defines the concept simply as having strong systems, accessible primary care, and the ability to respond effectively when emergencies arise.

Seed Global Health operates by sending coaches and mentors to educate local healthcare students and practitioners. This model aims to build financial and material resources within the countries themselves, rather than relying on short-term external interventions. The organization has collaborated with the Peace Corps and works closely with ministries of health in sub-Saharan African nations.

In Uganda, for example, the group has partnered with the Ministry of Health to train emergency medicine physicians. When an Ebola outbreak occurred earlier this year, those trained specialists were able to instruct over 3,000 health workers across the country in case management and infection prevention.

A Personal History of Global Health

Kerry’s commitment to international health was shaped by early experiences abroad. At age 14, she traveled to Vietnam with her father, former U.S. Senator and Secretary of State John Kerry. The poverty she witnessed there left a lasting impression and influenced her decision to pursue medicine.

During a break between her third and fourth years of medical school, she worked in a hospital in Rwanda. She recalls a harrowing experience assisting a nurse with a difficult labor and delivery. The mother’s shoulder was stuck, and there was no imaging technology or specific training available for the situation.

“We were lucky,” Kerry said. “Because what we remembered worked.” Both the mother and child survived, but the event was deeply distressing for the medical student. It highlighted the dangers of inadequate training and resources in emergency situations.

This experience helped spark the idea for Seed Global Health. Kerry wanted to create a model where doctors and nurses could serve as educators, training local workers who could then train others. This strategy builds a country’s internal healthcare capacity, ensuring that knowledge remains within the community long after external volunteers leave.

    Shifting Funding Priorities

In her new position at the WHO, Kerry plans to shift the focus from funding individual diseases or reacting to specific crises. She argues that the current model is inefficient and leaves many nations unprepared for emergencies.

“If a nation does not have a health system infrastructure in place, they will probably not be prepared to respond to the emergency,” she said. “Resilience means building a system that will already be in place.”

Kerry emphasizes the importance of listening to local voices. She believes that countries are best positioned to identify their own priorities for caring for their populations. Her goal is to ensure that funding is allocated effectively to address the biggest burdens of disease while supporting these locally driven efforts.

The appointment marks a significant step in the WHO’s strategy to integrate climate, health, and resilience into its core operations. Kerry will work to ensure that global health initiatives are sustainable and capable of withstanding future shocks.
