Europe Pushes Tourists to Smaller Cities as AI Search Fails to Help

European tourism boards are launching aggressive campaigns to redirect visitors away from overcrowded capitals like Paris and Rome. The goal is to distribute travelers to lesser-known regions to reduce strain on major infrastructure and boost local economies. France has set a target of €100 billion in annual international visitor spending by 2030, a 29% increase from last year. Ireland aims for a 15% rise in overseas revenue by 2031. The Netherlands, Spain, and Croatia have included similar visitor dispersal goals in their national strategies.

AI Search Algorithms Favor Popular Destinations

A significant barrier to this strategy is how travelers find information. Many tourists now rely on artificial intelligence chatbots to plan trips. These tools tend to recommend the same well-known cities, ignoring smaller towns that tourism boards want to promote. Atout France, the French national tourism development agency, reported a 20% drop in web searches leading to its sites. This decline coincides with the rise of AI-driven search tools that do not always highlight official tourism content.

Skift Research analyzed the performance of these AI models. The study found that in 29% of cases where a destination was a strong fit for a specific traveler persona, the AI model did not recommend it. Tourism boards are now scrambling to make their content visible to AI crawlers. Atout France, Tourism Ireland, and the Madrid tourism board are rebuilding their digital content to ensure it is easily indexed by these new search systems.

    Complex Transport Networks Discourage Exploration

Even when travelers decide to visit smaller regions, getting there is often difficult. Once a visitor lands at a major hub airport, onward travel by train, connecting flight, or rental car remains complicated. The process is frequently expensive and lacks consumer protection if one leg of the journey fails. This logistical friction discourages tourists from venturing beyond the main cities.

Industry leaders at the Skift Transatlantic Summit in Dublin highlighted these challenges. Speakers noted that the current transport infrastructure is not designed to support seamless multi-modal travel across borders. The European Commission is working on updates to the Passenger Package and sustainable tourism strategy. These updates aim to improve through-ticketing options and cross-border car rental rules to make travel easier for those willing to explore.

Despite these efforts, change may be slow. Reid Moody, interim CFO of Aer Lingus, stated that the vast majority of European tourism demand will still go to big cities in 2030. He noted that any shift toward smaller destinations will likely happen at the margins rather than through a sudden overhaul of travel habits.
