The European Union is moving forward with the Pan-Arctic Cable, a major infrastructure initiative designed to establish the first direct subsea internet link between Europe and Greenland. The project, designated as a flagship effort in a European Commission policy document released on October 20, 2026, aims to create a sovereign and secure connection that notably bypasses the United States.

According to the joint communication outlining Europe’s new Arctic strategy, the initial phase will connect Greenland to the EU. The plan also envisions extending the cable through Canada to eventually reach Japan and South Korea. This routing choice reflects a broader shift in European digital policy, driven by strained relations with Washington and growing concerns over the security of existing global internet pathways.

    Geopolitical Shifts Drive Infrastructure Plans

The push for an independent Arctic route comes as diplomatic and trade relations between the United States and its traditional allies have deteriorated. Following a trilateral security agreement signed in September 2026 between the US, Greenland, and Denmark, which expanded American military access while preserving Greenland’s autonomous status, tensions have continued to rise. These strains were exacerbated by the Trump administration’s trade wars and its perceived pro-Russia stance on the conflict in Ukraine.

Elisabeth Braw, a senior fellow at the Atlantic Council, noted that the project’s viability has changed significantly over the last five years. She told Ars Technica that while the route was once viewed as commercially unattractive, it now aligns with current geopolitical trends. The focus has shifted from pure commercial efficiency to ensuring that critical data infrastructure connects friendly nations without passing through the waters of potential adversaries.

    Security Concerns and Regional Risks

Europe’s desire for alternative routes is also driven by security risks in traditional transit zones. More than 90 percent of communications between Europe and Asia currently travel through undersea cables in the Red Sea. This route has become increasingly hazardous since open warfare resumed between the Yemeni government and the Houthi faction, with attacks on commercial shipping in the Bab el-Mandeb Strait disrupting global trade and digital connectivity.

Additionally, the Baltic Sea and North Atlantic have seen suspicious incidents involving severed cables. Reports indicate that commercial ships linked to Russia and China have damaged infrastructure by dragging anchors, while Russian submarines have been observed practicing cable disruption tactics near Norway. In the Pacific, Chinese-linked vessels have also been associated with cable severing near Taiwan.

To counter these threats, the EU plans to establish an Arctic Cable Hub. This facility will monitor, protect, and support the repair of submarine cables in the North Atlantic-Arctic region. The strategy also includes investing in smart technologies embedded in cables to serve as early warning systems for potential sabotage or surveillance.

    Challenges and Future Expansion

The Pan-Arctic Cable project gained momentum in 2025 when European companies and research organizations partnered with a Greenland telecom operator. The European Union has already allocated $119 million through the Connecting Europe Facility Digital program to advance Greenland’s secure connectivity and support the cable’s development.

However, extending the line to Asia presents significant engineering hurdles. The route requires navigating icy Arctic waters, which would necessitate a larger fleet of European icebreaker ships for installation and long-term maintenance. Previous attempts to build similar trans-Arctic links, such as the Arctic Connect project, were halted due to political and logistical challenges.

Parallel efforts are also underway to strengthen transatlantic ties. In September 2026, the Norwegian firm Bulk Infrastructure Group AS began seeking a Canadian partner for the Leif Erikson system, a proposed cable directly linking Europe to Canada. These initiatives collectively signal a move toward a more fragmented but politically aligned global internet infrastructure, where data flows are carefully routed to avoid regions of instability or hostile influence.
