OpenAI is preparing to rebrand its data centers as AI compute campuses, according to a report from Axios. The move is part of a broader public relations strategy aimed at shaping the conversation around artificial intelligence infrastructure as political dynamics shift in the United States.

The company plans to launch this “PR blitz” after the midterm elections on Tuesday. The timing coincides with expectations that Democrats may regain control of the House of Representatives and potentially the Senate. This political landscape is expected to influence how AI policy is debated in the coming years.

    Political Timing and Future Elections

Chris Lehane, OpenAI’s chief global affairs officer, told Axios that the upcoming midterms serve as a preview for the 2028 presidential election. Lehane stated that he expects artificial intelligence to become a central issue in that future race. The company aims to influence the debate on AI policy well before that election cycle begins.

Lehane outlined several proposals OpenAI is considering to guide this debate. These include the development of AI “speed limits” and efforts to help the public view AI as a tool that empowers daily life. The company is also pushing for the United States to take a leading role in developing global standards for AI technology.

    Rebranding Infrastructure and Community Relations

The rebranding of data centers to AI compute campuses is one specific tactic in this broader strategy. Data centers have faced significant local opposition in many areas. In response to this pushback, major tech companies like Amazon and Microsoft have announced they will no longer use non-disclosure agreements in their negotiations with local governments.

Lehane described the ongoing debate around data centers as “good and healthy.” He emphasized that communities should hold technology companies accountable. The goal, according to Lehane, is to ensure that local populations receive transformative benefits from these large-scale projects.

The shift in terminology from data centers to AI compute campuses reflects an effort to reframe how these facilities are perceived by the public and local officials. This change comes as OpenAI seeks to establish a more favorable narrative around its infrastructure needs ahead of a politically significant period.
