The Welsh government has announced plans to prohibit the sale of high-caffeine energy drinks to anyone under the age of 16. This proposal aligns with recent legislative changes in England and aims to address growing concerns regarding youth health and caffeine consumption.

Public and Preventative Health Minister Nerys Evans stated that current evidence links the consumption of these beverages to negative health outcomes in children. These outcomes include increased headaches, irritation, tiredness, and stomach aches. The government also cited reduced sleep quality and a higher risk of stress, anxiety, and depression as key factors driving the proposal.

    Defining the High-Caffeine Threshold

The proposed legislation targets any drink, excluding tea and coffee, that contains more than 150 milligrams of caffeine per litre. This threshold is significant because some popular energy drinks contain caffeine levels exceeding two cups of coffee or four cans of cola.

Under the current rules, beverages exceeding this limit must carry a warning label stating they are not recommended for children, pregnant women, or breastfeeding women. The new proposal would move from a labeling requirement to a complete sales ban for minors. The restriction would apply across all retail channels, including shops, restaurants, cafes, vending machines, and online platforms.

Minors would still be permitted to purchase lower-caffeine soft drinks, such as Diet Coke, as well as standard tea and coffee. The ban is scheduled to take effect in April, mirroring the timeline for the similar legislation already implemented in England.

    Health Expert and Youth Perspectives

Health professionals in Wales have largely welcomed the initiative. Aisling Pigott, a registered dietician in Cardiff, described the move as a step in the right direction, though she noted it might have been necessary a decade earlier. She highlighted that caffeine acts like an overdraft for the body, providing a temporary boost in concentration followed by a physical crash.

Pigott expressed concern that young people often use these drinks as a substitute for nutritious meals. She observed that children frequently consume sugar and caffeine for quick energy rather than eating balanced food, which can lead to long-term dietary issues. The Association of UK Dieticians has previously noted that sugary energy drinks contribute to obesity and dental damage.

Young people in Cardiff have also voiced support for the ban. Vee, a 17-year-old, told BBC Wales that it is easy to become reliant on these drinks. Another teenager, Sunny, 16, suggested that coffee is a better alternative for those needing a boost.

Medical experts warn that excessive caffeine intake can cause rapid heart rates, abnormal heart rhythms, and seizures. While rare, there have been documented deaths linked to extreme caffeine consumption. Young people are considered more sensitive to these effects due to their smaller body mass and developing brains.

    Industry Response and Enforcement

The British Soft Drinks Association has criticized the proposal, calling it unnecessary and lacking robust evidence of widespread harm. The association noted that its members have voluntarily stopped marketing energy drinks to under-16s since 2010. They also pointed out that most caffeine consumed by adolescents comes from sources other than energy drinks.

The Welsh government is currently consulting on the enforcement framework for the ban. This includes determining online age-verification methods, compliance checks, and potential sanctions for violations. The consultation seeks to finalize the implementation timescales and monitoring arrangements before the April deadline.
