The World Bank is urging developing nations to adopt “small AI” models to accelerate economic growth. Paschal Donohoe, the bank’s chief knowledge officer, stated that this technology could compress centuries of development into decades. Unlike the large, resource-heavy systems dominating Silicon Valley, these specialized models are designed to operate on mobile phones with limited internet connectivity.

    Local Solutions for Local Needs

Small AI relies on narrower datasets trained for specific tasks. This approach allows the technology to function in local languages and settings where high-speed broadband is unavailable. Donohoe highlighted a project in India called AgriConnect, which supports farmers with soil analysis. The initiative uses small AI to provide critical agricultural data directly to farmers on their devices, bypassing the need for a vast network of on-site scientists.

Donohoe emphasized that the technology must be adapted to local requirements to be effective. He suggested that these products would emerge from collaboration between the World Bank, national governments, and private sector partners. The goal is to make artificial intelligence accessible to communities that have historically been left behind by the digital divide.

    Infrastructure and Job Market Challenges

The discussion on artificial intelligence is a central theme at the annual meetings of the World Bank and the International Monetary Fund (IMF) in Bangkok, Thailand. Kristalina Georgieva, the IMF managing director, argued that governments must establish the necessary preconditions for AI adoption. She noted that reliable electricity and digital infrastructure are essential. Without these basics, the technology cannot reach the populations that need it most.

Georgieva warned that the technology could augment or eliminate 40% of jobs worldwide over time. She expressed particular concern for young people entering the labor market. Historically, young workers start in routine, repetitive roles before advancing. If those entry-level positions disappear, it creates a significant barrier to career progression. She stated that people do not want to remain in low-skill service jobs as a permanent professional future.

The World Bank’s recent world development report highlighted the stark infrastructure gaps in sub-Saharan Africa. Almost a third of rural schools lack electricity, and more than two-thirds do not have consistent internet access. These deficits pose a major hurdle for deploying any digital solution, including small AI.

Under President Ajay Banga, the World Bank has prioritized attracting private capital to emerging economies. Donohoe reported that the bank mobilized $120 billion in private funding over the past year using guarantees and other financial instruments. This effort comes as traditional aid budgets in countries like the United States and the United Kingdom are shrinking. The bank aims to link this private investment directly to job creation and broader economic development.
